The enterprises which were included in the Program of mass privatization, at first were transformed to joint-stock companies in which 100% of actions belonged to the state. Then, to 10% of stocks it was free of charge transferred to the staff of the company in the form of preference shares. After that 51% or more actions were offered for sale through coupon auctions for IPF, the state still had to have at most 39%.
Thus only every fifth enterprise which passed through privatization, mainly in the sphere of agriculture, trade, public catering and consumer services became completely private.
Within small privatization 11 thousand were sold. Objects that makes about 2/3 all the objects which are subject to small privatization, and at the same time the most important for satisfaction of requirements of the population - in trade, public catering and a services sector - 84% of the enterprises are privatized.
